Ms. Liao was born in Taiwan and graduated from the Dept. of Commercial Design at Taichung National Institute of Technology. She then went to England to study before doing a post-graduate course at Denmark's Design School, Copenhagen, Denmark.
She joined Loewy Design Denmark as a Design Manager in 1997 and became a partner in 1999. In 2002 she founded Scandinavian Design Consultant Co. Ltd. in Taiwan and serves as Executive Director of the Scandinavian Designers® Studio in Taichung.
Within 2 years of establishing the Scandinavian Designers Studio in 2003 she led the Scandinavian Design Consultant Co. Ltd. to be recognised with a "Design ISO" by the Taiwan Industrial Development Bureau of the Ministry of Economic Affairs. In 2006 Scandinavian Designers® was selected among the "Top Ten Industrial Design Studios in Taiwan" by the Taiwan Design Center.
Some of Scandinavian Designer's better-known clients have been: Bang & Olufsen (B&O) & Royal Copenhagen, Denmark; TECO, a leading electronics manufacturer in Taiwan; Nordic Window, famous design shop in Taiwan selling design items from the Nordic countries; WalMart, China; Lao Tsu Say Enterprises for whom Chia-Ling Liao won an iF Global Packaging Award in 2007; Wilderness Terrain Bicycle Co. USA; and others.
Ms. Liao is a prominent figure in Design in Taiwan. She has been a highly regarded correspondent at the Taiwan Design Center's bimonthly magazine "Design" since 1999, and has been a consultant to the Taiwan Design Center (TDC), a branding consultant to the Taiwan External Trade Organisation (TAITRA) since 2003 and an international consultant to Taiwan Industrial Technology Research Institute (ITRI) since 2006.
